Unlocking a More Affordable Knoxville

New Middle Housing Proposal Will Create a Brighter, More Inclusive Future in Our Growing City

Knoxville stands at the threshold of a new era, driven by the growth and prosperity of our dynamic city. To address the housing crisis and secure a sustainable future, we advocate for a specific solution: Missing Middle Housing.

What is Missing Middle Housing?

Missing Middle Housing refers to diverse, affordable housing options that fall between single-family homes and large apartment buildings. These include duplexes, triplexes, townhomes, and small apartment buildings.

The Proposal for Knoxville:

In response to the pressing issues of housing affordability and availability, the City of Knoxville has recently proposed Middle Housing Zoning Amendments. These amendments aim to remove barriers and re-legalize middle housing types like townhomes, duplexes, triplexes, and small apartment buildings. The focus is on strategically selected neighborhoods within the city’s urban core.

We express our gratitude to the City of Knoxville and its leadership for addressing housing affordability through these proposed Middle Housing Zoning Amendments. We urge Knoxville-Knox County Planning Commission to advance these amendments as crucial land use reforms for safe and affordable housing.

The Change We Could See:

  • Removal of Barriers: The amendments seek to eliminate restrictions and foster the development of diverse housing options.
  • Urban Core Emphasis: Targeted neighborhoods in the urban core, supported by existing infrastructure, will benefit from the proposed changes.
  • Proximity to Services: These neighborhoods, known for their proximity to neighborhood-servicing businesses and transit routes, are essential for fostering community growth.

Addressing Community Needs:

  • Smaller Homes for All: Knoxville needs smaller homes. Over 40% of households consist of one person living alone, yet only 20% of the housing stock is studio or one-bedroom units.
  • Seniors and Young People: Middle housing types serve as critical housing for our senior population and young professionals.

Public Support and Housing Market Facts:

  • Almost two-thirds (64%) of Knoxville voters favor changes in zoning laws to allow more middle housing types.
  • Home values in Knoxville have increased by 65% since 2019.
  • Rents are more than 50% higher than pre-pandemic levels.
  • Only 5% of homes listed for sale in Knox County are affordable to families making the median household income.

Let’s embrace the future of housing in Knoxville

where affordability, sustainability, and community intersect to shape a vibrant and inclusive tomorrow.
